Call for Papers: Special Issue on Critical Infrastructure and Democratic Resilience

We are pleased to announce a call for papers for a special issue of the European Journal for Security Research, focusing on Critical Infrastructure and Resilience in the Tension between Security, Democracy and Technological Transformation.

This special issue invites interdisciplinary contributions that transcend traditional technocratic approaches. We seek to explore how critical infrastructures not only underpin state functionality but also shape democratic legitimacy and social resilience. We encourage scholars from political science, governance, security studies, and related fields to engage with the dynamic interplay between infrastructure policy, democracy, and security.

Topics of interest include, but are not limited to:

  • The political and social construction of critical infrastructures
  • Multi-level governance of critical infrastructure protection
  • Temporal dimensions of resilience and proactive security strategies
  • Empirical insights from sectors such as energy, digitalisation, and maritime security
  • Theoretical and conceptual frameworks linking infrastructure policy and democratic principles

Abstract submissions (max. 400 words) are due by 15 September 2025. Selected authors will be invited to submit full manuscripts by 20 January 2026.
