Digital transformation in Northern Hesse: E-Government

One of the driving challenges for cities and municipalities is the topic of E-Government. A shortage of personnel and resources, a lack of exchange between stakeholders, silo solutions and a lack of role models are some of the hurdles that municipalities have to overcome in order to provide their citizens with digital services. At a workshop in the Werra-Meißner Lab, approaches to solutions for northern Hesse were discussed on the basis of regional practical examples. The participants included representatives from politics and administration like Nicole Rathgeber, District Administrator of the Werra-Meißner district, Dr. Christine Prokop-Scheer, founder of Lokalprojekte gGmbH, and Dr. Florian Hartleb, Managing Director Hanse Advice.

Artificial intelligence in the world of work – pause for reflection or speed up?

Prof. Tanja Klenk has written a blog post for DIFIS (German Institute for Interdisciplinary Social Research) about artificial intelligence in the world of work. You can find the post here.

The post discusses how an appropriate regulation for the world of work 4.0, which is more and more characterized by artificial intelligence, could look like. Politicians have not yet come up with any substantial regulations on this, although the topic is being discussed intensively at national and international level. The public discourse on AI shows that the perception and evaluation of this technology are very heterogeneous. There are calls for bans, but also for a forced pause. The Federal Minister of Labor emphasizes that it is not a matter of slowing down, but of moving fast. The past has shown that politics lags behind the tech corporations and only regulates when facts have been created by others. Emphasizing that AI is already part of the world of work, not just a future technology. Regulation of AI in the world of work requires both substantive and operational capacity. Three substantive requirements are identified: dealing with job losses and gains, ensuring fair working conditions, and protecting against discrimination by algorithmic decisions. Sufficient operational and analytical capacity is needed to successfully implement this regulation. The state must act quickly to establish rules for a fair working world 4.0 and ensure their implementation.

On March 28, 2023, the HSU Research Day was organized at the Helmut Schmidt University for the third time, this year with a focus on the humanities and social sciences. From 2 p.m., researchers gathered in the main building around Red Square to present and discuss their projects.

Dr. Sarah Cardaun represented the Professorship of Public Administration at the event with a poster and presented the project “Who Protects Jewish Communities? Security Governance Arrangements in Comparative Perspective”, which is funded by HSU internal research funding programme (IFF) in 2022-2023.

Abstract

Research on political narratives is increasingly developing into an independent branch of research. This paper addresses research on narratives in social policy as a subdiscipline of political science. On the basis of a systematic literature review covering 70 articles from international quality journals, research questions and research fields, theoretical approaches, and methodological designs of research on narratives of the welfare state are examined. The results show that research to date has focused primarily on agenda setting in the policy process. While studies can show that narratives do influence political decision making, little attention has been paid so far on the implementation phase and the impact of narratives on the recipients of benefits or on employees of the welfare state. Research on narratives of the welfare state is characterized by theoretical pluralism: actor-centered and poststructuralist approaches are represented equally. In regard to methods, however, there is little pluralism: qualitative content analyses of policy documents and/or interviews dominate.
