New Publication – Susanne Dreas & Tanja Klenk: Leadership and working conditions in digitized public administration

How can the digital transformation in public administration be designed to be both: co-determinating and participation-oriented? Organizational change management practices were examined in seven pilot administrations that developed innovative measures in the fields of human resources, leadership, communication and organization as part of the model project “Leadership in the digitalized public service”. The present study identifies hurdles and success factors for the introduction of “good working conditions” in digital administration and ends with starting points for actively shaping the digital change at the level of personnel and organizational development, policy making, as well as staff councils and trade unions.

Online-Lecture at King`s College London

In her capacity as Visiting Research Fellow at King’s College London, our Research Associate Dr. Sarah Cardaun held an online lecture on Saudi-led Multinational Security Coalitions in the Middle East on 27 April 2021.

The talk, which was well attended, highlighted key insights about the potential of multinational coalitions to serve as security and political instruments for leading and participating states. Dr. Cardaun also recently explored these themes in a co-authored article in International Affairs. You find the article here.

Digital transformation is becoming increasingly important in the German healthcare system. Moritz Behm shows in Digital Health that digital health applications (online video consultation and AI-based symptom checkers) can play an important role in improving treatment quality, the patient´s experience, and the physician´s experience.

The difference between the expected and actual use and user-friendliness of the applications was found to be particularly relevant for the acceptance of such new technologies in the healthcare sector. Compared to the theoretical explanation of the potential benefits, in live experiments with online video consultation, the practical experience of application examples proved to be a decisive factor for the development of technology acceptance. The dissertation deals with the complex dynamics of the digital transformation of the healthcare system from the perspective of both patients and doctors and develops recommendations for action for the successful establishment of digital innovations in healthcare. In particular, qualitative interviews with online doctors resulted in a ranking for predestined indications for digital treatment. Furthermore, the question is asked whether digitalisation, with a special focus on online video consultations and on AI-based symptom checkers, will bring about a revolutionary advance in healthcare and possibly result in a new understanding of the relevance of narrative- and evidence-based medicine may or is rather counterproductive in a modern treatment process.
