Oktober 2020, Berlin.<\/strong><\/p>\n<p>Im Rahmen der Tagung \u201eEntwicklung und Sicherheit in Afrika\u201c wollen wir mit Ihnen einige ausgew\u00e4hlte Themen und Fragestellungen exemplarisch n\u00e4her betrachten und debattieren. Afrika ist kein Land \u2013 und die Prozesse, Chancen und Herausforderungen auf dem Nachbarkontinent gestalten sich regional und sektoral vielfach unterschiedlich. Das haben auch deutsche und europ\u00e4ische Politikans\u00e4tze zu ber\u00fccksichtigen, wenn sie angemessen und erfolgreich sein wollen.<br \/>Einige Ideen und Leitplanken f\u00fcr die Diskussion: Eine viel st\u00e4rkere Integration in die Weltwirtschaft ist notwendig \u2013 Afrika braucht eine Produktions\u00f6konomie. In den Wirtschaftsbeziehungen der EU zu den Regionen Afrikas muss Symmetrie hergestellt werden. Nicht nur China engagiert sich in Afrika; auch die T\u00fcrkei, Indien, Japan, Saudi- Arabien, die USA oder Russland. Ein informierter Blick muss alle diese Akteure erfassen. Afrika ist ein Kontinent der Freiberufler. Die Entwicklung in vielen Staaten Afrikas wird k\u00fcnftig noch st\u00e4rker durch \u201eLeapfrogging\u201c bestimmt werden: durch Entwicklungsspr\u00fcnge <abbr title=\"zum Beispiel\">z.B.<\/abbr> als Folge von Digitalisierung. In der zweiten H\u00e4lfte des 21. Jahrhunderts leben etwa 2.5 Milliarden Menschen auf dem afrikanischen Kontinent \u2013 das wird Afrikas Rolle in der Welt ver\u00e4ndern. Das Durchschnittsalter in Subsahara-Afrika liegt heute bei unter 20 Jahren \u2013 in Deutschland mit der \u00e4ltesten Bev\u00f6lkerung Europas bei 45 Jahren. Das Empowerment von Frauen und M\u00e4dchen w\u00fcrde grundlegende Energien f\u00fcr eine bessere Entwicklung freisetzen. Afrikas Staaten, Regierungen, Gesellschaften m\u00fcssen eigene Verantwortung wahrnehmen und nicht auf andere warten. Afrika braucht weniger Ratschl\u00e4ge von au\u00dfen, sondern mehr Ankn\u00fcpfung an eigene Denker\/innen und Traditionen. Die Diaspora spielt als Mittler und Impulsgeber eine wichtige Rolle. In Europa brauchen wir ein neues, angemessenes Afrika-Bild: mehr Wissen und mehr Differenzierung, Dialog statt Monolog.<\/p>\n<p><a href=\"https:\/\/www.hsu-hh.de\/staackib\/wp-content\/uploads\/sites\/757\/2020\/08\/Einladung-Programm-und-Anmeldung_Afrika_Berlin.pdf\">Programm<\/a><\/p>\n<p>\u00a0<\/p>\n<p><strong>\u201eAuswirkungen von Covid-19 auf Europa und Afrika\u201c, 26. Mai 2020, Berliner Wirtschaftsgespr\u00e4che, Online-Beitrag von Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Michael Staack.<\/strong><\/p>\n<p>In sehr vielen afrikanischen Staaten sei fr\u00fchzeitig, gut \u00fcberlegt und entschlossen gehandelt worden, um einer Ausbreitung der Covid-19-Pandemie vorzubeugen. Anders als Europa verf\u00fcge Afrika \u00fcber gro\u00dfe Erfahrungen in der Bek\u00e4mpfung von Seuchenkrankheiten wie Ebola, Malaria oder Pocken. Diese Auffassung vertrat Professor Michael Staack am 26. Mai 2020 in einer Online-Diskussion der Berliner Wirtschaftsgespr\u00e4che, an der auch Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Heinz-Gerhard Justenhoven vom Hamburger Institut f\u00fcr Theologie und Frieden teilnahm. Die weitere Entwicklung, so die beiden Wissenschaftler, bleibe mit gravierenden Unw\u00e4gbarkeiten behaftet. Am wichtigsten sei die Gew\u00e4hrleistung der Ern\u00e4hrungssicherheit, denn Millionen Menschen k\u00f6nnten aufgrund der Ausgangssperren nicht f\u00fcr ihren Unterhalt sorgen und seien deshalb einer existenziellen Bedrohung ausgesetzt. Im Zusammenhang damit stelle auch die Aufrechterhaltung der \u00f6ffentlichen Sicherheit eine gro\u00dfe Herausforderung dar. Hinzu komme die Bek\u00e4mpfung anderer Krankheiten, die sich nun st\u00e4rker verbreiteten, denn viele Impfprogramme seien derzeit eingestellt. Den wichtigsten Beitrag im Kampf gegen die Pandemie leisteten derzeit die Weltgesundheits- und die Weltern\u00e4hrungsorganisation, WHO und FAO, die nach dem Urteil von Michael Staack \u201eunersetzlich\u201c seien. Auch China habe seine Unterst\u00fctzung intensiviert, w\u00e4hrend die Hilfen aus der EU erst beginnen w\u00fcrden. Im Kampf gegen die Pandemie sei ein Zusammenwirken aller Akteure unbedingt erforderlich, um die Ausbreitung von Covid-19 sowie die Folgen der Pandemie-Bek\u00e4mpfung weiterhin unter Kontrolle halten zu k\u00f6nnen. Nach Auffassung von Professor Staack liegt die Unterst\u00fctzung Afrikas im Eigeninteresse der Europ\u00e4ischen Union: \u201eUnd in Afrika wird man sehr genau in Erinnerung behalten, wer in dieser gro\u00dfen Krise Hilfe geleistet hat und wer nicht\u201c, so Michael Staack.<\/p>\n<p>\u00a0<\/p>\n<h2><strong>International\u00a0Workshop\u00a0Series\u00a0on\u00a0\u201eGermany\u2019s\u00a0West\u00a0Africa\u00a0Policy\u201c<\/strong><\/h2>\n<p><em>Fourth Workshop<\/em><\/p>\n<p>in\u00a0spring\u00a02022,\u00a0Dakar,\u00a0Senegal.<\/p>\n<p>\u00a0<\/p>\n<p><em>Third\u00a0Workshop<\/em><\/p>\n<p>A third international workshop on \u201cGermany\u2019s West Africa policy: Taking (West) Africa seriously!\u201d, was held on October 17th, 2020 in Berlin, Germany. In contrast to the first workshop in Berlin (2018), which particularly dealt with European and German perspectives on the security situation in West Africa and the second workshop in Dakar, Senegal (February 2020), which placed special emphasis on West African perspectives and challenges with regard to security, human, and economic conflicts, this one day workshop brought both results together and payed attention to West African ownership and alternative or traditional forms of governance.<\/p>\n<p>The first session was chaired by Prof. Dr. Michael Staack (HSU) and strongly influenced by what has been referred to in international media as the fourth coup in Mali (August 18th, 2020) since it gained independence from France in 1960. In the first speeches of the day, Philipp Goldberg (Friedrich-Ebert-Foundation \/ Peace and Security Centre of Competence Sub-Saharan Africa, Dakar) and Prof. Dr. Dj\u00e9n\u00e9ba Traor\u00e9 (West Africa Institute, Praia\/Cabo Verde \u2013 since March 2020 stucked in Bamako), made clear that the current situation in Mali must be placed in the bigger picture of the wider Sahel region. Despite a strong international presence in the region, the security situation has deteriorated especially due to extremist\u2019s killings in recent years. International engagement would still be highly recommended, but at the same time needs to be refocused. Therefore, it is important to refrain from the securitization of the Sahel. Rather peacebuilding needs stronger cooperation with civil society, local communities and secure access to basic public services (i.a education, health services).<\/p>\n<p>In the second session, chaired by Elisabeth Kaneza (University of Potsdam), Prof. Dr. Heinz-Gerhard Justenhoven (ITHF) stressed that attempts of liberal statebuilding by international actors since the 1990s have not met the required standards or completely failed. Ronald Meyer (Federal Ministry for Economic Cooperation and Development, BMZ) further highlighted that international actors cannot simply transfer things \u2013 the western value model or institutions (i.a. law, administration). However, the BMZ would not support certain structures if basic human rights are violated, for example concerning the rights of women. While working together with local actors such as traditional authorities is highly recommended in his opinion, different interests need to be taken into account. Subsequently, Benjamin Akoutou (Don Bosco Mission, Bonn) touched upon traditional social dialogue (i.a. under the \u201apalaver tree\u2018) and conflict resolution mechanisms in West African societies (i.a. concerning the role of elders). From his perspective, one main concern is the compatibility of the state with local traditions, including the strengthening of parallelism between formal and alternative forms of governance.<\/p>\n<p>Coordination of the workshop were carried out by the Helmut-Schmidt-University (Prof. Dr. Michael Staack) and the Institute for Theology and Peace (Prof. Dr. Heinz-Gerhard Justenhoven), both situated in Hamburg. Due to the COVID-19 pandemic, the international workshop took place under difficult conditions and some experts participated online in the \u201chybrid\u201d event.<\/p>\n<p><a href=\"https:\/\/wai-iao.ecowas.int\/index.php\/fr\/news-2017\/535-troisieme-atelier-international-la-politique-de-l-allemagne-en-afrique-de-l-ouest-prendre-l-afrique-de-l-ouest-au-serieux-berlin-allemagne-17-octobre-2020\" target=\"_blank\" rel=\"noopener\">French Version<\/a><\/p>\n<p><a href=\"https:\/\/wai-iao.ecowas.int\/index.php\/pt\/news-2017\/536-terceiro-workshop-internacional-politica-da-alemanha-para-a-africa-ocidental-levando-a-africa-ocidental-a-serio-berlim-alemanha-17-de-outubro-de-2020\" target=\"_blank\" rel=\"noopener\">Portuguese Version<\/a><\/p>\n<p><a href=\"https:\/\/www.hsu-hh.de\/staackib\/wp-content\/uploads\/sites\/757\/2020\/12\/Report-International-Workshop_Berlin-2020.pdf\" target=\"_blank\" rel=\"noopener\">Workshop Report<\/a><\/p>\n<p><em><br \/>Second\u00a0Workshop<\/em><\/p>\n<p>The second international workshop on \u201cGermany\u2019s West Africa policy: new approaches, perceptions and expectations from the region\u201d, was held from February 11th until February 13th 2020 in Dakar, Senegal. In contrast to the first workshop in Berlin (2018), which particularly dealt with the European and German perspectives on the security situation in West Africa, this year\u2019s workshop in Dakar naturally placed special emphasis on West African perspectives and challenges with regard to security, human, and economic conflicts and an in-depth analysis of the efforts that have been made to address them, and the challenges that remain. At the same time, this project\u2019s guiding research question pertains to the role and limits of Germany\u2019s West Africa policy with regard to a closer consideration of expectations from the region in order to address the most delicate conflicts.<\/p>\n<p>Coordination of the workshop on the German side was carried out by the Helmut-Schmidt-University (Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Michael Staack) and the Institute for Theology and Peace (Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Heinz-Gerhard Justenhoven), both situated in Hamburg, Germany. The majority of leading scholars, political analysts and practitioners came from West Africa, particularly from Ghana, Mali, Nigeria, Capo Verde, and Senegal. A few participants came from Europe, namely from Germany and France. Cooperation partners from within the region are the West Africa Institute (Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Dj\u00e9n\u00e9ba Traor\u00e9) in Praia, Cabo Verde, and the Centre d\u2018Etudes Diplomatiques et Strat\u00e9giques (Prof. <abbr title=\"Doktor\">Dr.<\/abbr> Oumar Ndongo) in Dakar, Senegal.<\/p>\n<p>The Workshop was funded by Deutsche Stiftung Friedensforschung (DSF) \u2013 German Foundation for Peace Research.<\/p>\n<p><a href=\"https:\/\/www.hsu-hh.de\/staackib\/wp-content\/uploads\/sites\/757\/2020\/05\/Workshop-Report-Dakar-2020_Germanys-West-Africa-policy.pdf\">Workshop Report <\/a><\/p>\n<p><a href=\"https:\/\/www.hsu-hh.de\/staackib\/wp-content\/uploads\/sites\/757\/2020\/06\/Atelier-acad\u00e9mique-international_Dakar-2020.pdf\">Rapport de l\u2019atelier (French)<\/a><\/p>\n<p><em><br \/>First\u00a0Workshop<\/em><\/p>\n<p>In collaboration with the Institute of Theology and Peace \u2013 the peace research institute of the Catholic church in Germany \u2013 and its director Professor Justenhoven, Professor Staack and his team organized an international workshop on German West Africa policy. The workshop took place on May 23-25, 2018, at Dietrich-Bonhoeffer-Haus, Berlin. The aim of the workshop was to critically reflect on Germany\u00b4s policy towards the West African region based on a comprehensive approach (development, economy, politics, security, migration). During the workshop, the following topics have been discussed: the (new) concept of Germany\u00b4s West Africa policy, possible conflicts with French policies in the region and the new approach of the Macron presidency, current developments in West Africa, the perception of Germany\u00b4s new strategy\/interest from a regional angle. The workshop assembled 20 academicians from West Africa (Mali, Ghana, Senegal), France and Germany and high-ranking ministry officials from the Federal Chancellery, Federal Foreign Office, Federal Ministry for Economic Cooperation and Development as well as Federal Ministry of Defence. The very fruitful, open and productive discussions proceeded within five panels:<\/p>\n<ul>\n<li>Peacebuilding in Mali \u2013 on the right track?<\/li>\n<li>Western model of democracy vs. African social structures?<\/li>\n<li>Security cooperation within ECOWAS and Sahel G 5<\/li>\n<li>German politics in the West African region<\/li>\n<li>What are the most pressing challenges in West Africa?<\/li>\n<\/ul>\n<p>All participants agreed on the existence of a research gap on current German West African policy.
