The goal was to make school <strong>staffing, work structures, and organizational culture<\/strong> more responsive to increasing <strong>heterogeneity<\/strong>.<\/p>\n\n\n\n<p>The trained teachers were expected to act as <strong>&#8222;change agents&#8220;<\/strong>, applying their <strong>intercultural expertise<\/strong> to <strong>school development processes<\/strong> in twenty Hamburg schools.
